ANSWER Policy Brief: Disability inclusion in Rwanda Higher education

This Policy Brief builds on the achievements of the “Advance inclusion for students with disabilities in higher education in Rwanda” (ANSWER) Project”, co-funded by the European Union, and on the proposed National Strategy for the Effective Implementation and Monitoring of Disability Inclusion in Higher Education. It identifies key gaps in institutional capacity, coordination, and monitoring that hinder consistent implementation of inclusive practices. 

The brief highlights priority policy pillars, including inclusive governance, accessible learning environments, inclusive teaching and assessment, student support services, capacity building, and strengthened monitoring and data systems. It recommends consolidating the achievements of the ANSWER Project, piloting monitoring tools, supporting institutional roll-out of the national strategy, strengthening partnerships, and mobilizing sustainable resources.
