From Oct 27–31, 2025, the Rwandan National Council of Persons with Disabilities (NCPD) ANSWER Project Team led by ES Mr. Emmanuel NDAYISABA, joined by Mr. TUYIZERE Oswald (Project Manager) & Mrs. MPENZI Eudosie (Admin & Finance Manager), visited INES-Ruhengeri & UR Busogo campuses;
The goal was to assess Resource Rooms for students with disabilities & discuss ways to strengthen inclusion in higher education. The team met university leaders, disability support staff, & students to understand their experiences.
At INES-Ruhengeri, the team found 9 assistive technologies in use supporting students with visual & hearing impairments. Students said the Resource Room improved learning but requested more devices & accessibility upgrades. INES-Ruhengeri management pledged continued action.
At UR Busogo, the team assessed accessibility, inspected the Resource Room & met students. The campus is building ramps to improve access, though some assistive devices donated remain uninstalled. The university asked that future support match student needs.
Students at UR Busogo shared inspiring commitments to advocate for others, stay disciplined & confident, and prove that “Disability is not inability.” 💪
The NCPD Rwanda ANSWER Project Team commends both universities for advancing inclusive education in Rwanda.
