ANSWER releases Policy Brief on Disability Inclusion in Rwanda’s Higher Education

ANSWER presents our Policy Brief

The ANSWER Project is pleased to announce the publication of the ANSWER Policy Brief: Disability Inclusion in Rwanda Higher Education, a key output that capitalises on the project’s achievements and contributes to the long-term systemic impact of inclusive higher education.

Co-funded by the European Union, the ANSWER Project has worked to advance the inclusion of students with disabilities in Rwandan higher education institutions. This Policy Brief builds on this work and on the Proposal for a National Strategy for the Effective Implementation and Monitoring of Disability Inclusion in Higher Education, developed under our Systemic Impact Work Package.

Addressing remaining gaps

The Policy Brief identifies several challenges that still hinder the consistent implementation of inclusive practices, particularly in relation to:

  • Institutional capacity
  • Coordination mechanisms
  • Monitoring and data systems

Addressing these gaps is essential to ensure sustainable and systemic change across the higher education sector.

Priority policy pillars

The document outlines key priority areas for action:

  • Inclusive governance
  • Accessible learning environments
  • Inclusive teaching, learning and assessment
  • Student support services
  • Capacity building for staff and institutions
  • Strengthened monitoring and data systems

Key recommendations

To move from project results to structural transformation, the Policy Brief recommends:

  • Consolidating and scaling up the achievements of the ANSWER Project
  • Piloting monitoring tools
  • Supporting the institutional roll-out of the national strategy
  • Strengthening national and international partnerships
  • Mobilising sustainable financial resources

A strategy for long-term impact

The National Strategy Proposal, developed under WP8, represents a crucial step towards ensuring the effective implementation and monitoring of disability inclusion in higher education. It focuses on strengthening institutional capacities, promoting inclusive teaching and learning practices, and establishing robust monitoring and evaluation mechanisms.
